Trump Orders Federal Agencies to Cease Outsourcing Jobs to Temporary Foreign Workers

President Trump's executive order requiring all federal agencies to prove they are not replacing qualified American workers with foreign workers is a vital safeguard, Labor Secretary Eugene Scalia told Fox Business Network's "Cavuto: Coast to Coast" Monday.

Why it matters: TVA generates electricity and provides flood control and electricity generation for a region that covers most of Tennessee as well as sections of Mississippi, Kentucky, Alabama, Georgia, Virginia and North Carolina, AP reports.

Pune: IT industry body Nasscom said that US President Donald Trump's executive order on preventing federal agencies from using H-1B visa holders appeared to be based on misinformation and misperceptions. He also called for TVA CEO Jeff Lyash, considered to be the highest paid federal employee in the country, to be replaced and for the TVA CEO position to have a smaller salary. He later nominated Charles W Cook, a telecommunications executive, to serve on the board.

"TVA's decision is also expected to cost the local economy tens of millions of dollars over the next 5 years", the statement said, adding that Trump's action would "combat employers' misuse of H-1B visas, which were never meant to replace qualified American workers with low-priced foreign labor".

He took aim at China, Russia, India and other countries that he said were continuing to pollute the environment instead of adopting costly protective measures.

The sudden announcement came as Trump spoke to reporters after signing an executive order aimed at keeping federal agencies from outsourcing jobs to foreign workers. The president also criticized TVA CEO Jeffrey Lyash's compensation package and indicated he would work to cut it.

Trump said the authority was replacing many of its in-house technology workers with contractors who rely heavily on foreign workers under the H1-B visa program for highly skilled workers.

"(TVA) leadership then ordered the American workers to train their foreign replacements rubbing salt in their very open wound", Trump continued, adding that some of those TVA workers who trained their foreign replacements were with him in the Cabinet Room.

The TVA was first established to essentially act a modernization project to develop one of the regions of the United States hardest hit by the Great Depression, as part of President Franklin D. Roosevelt's New Deal programs. The TVA announced past year that it planned to lay off 120 information technology employees and outsource those positions to foreign workers.

Tennessee Valley Authority board members serve at the pleasure of the president, spokesman Jim Hopson said in a statement. TVA's action could cause more than 200 highly skilled American tech workers in Tennessee to lose their jobs to foreign workers hired on temporary work visas, according to the White House.

Among the bill's congressional champions are Republican Senators Cory Gardner of Colorado and Steve Daines of Montana. "TVA's debt is the lowest in 30 years, its pension fund is stronger and TVA leads the country in new nuclear power plants".
