Tipped as Spain's next boy wonder, the attacking midfielder has been heavily linked with the Blues throughout the summer and has been marked as a replacement for Leroy Sane, who joined German giants Bayern Munich last month.

Sportsmail understands the deal with see the Spaniard move for initial £20.9million with the rest to be paid in add-ons.

"All players want to play for attacking teams, and Manchester City are one of the most attacking in the world".

"He's a coach known for improving his players, him helping me to develop my game is a dream".

Torres was wanted by a host of top European clubs, including Real Madrid, Borussia Dortmund, Atletico Madrid and Juventus. He made his first-team debut for Valencia in 2017.

Man City are expected to be busy as they look to regain supremacy in the Premier League from Liverpool.

Manchester City director of football, Txiki Begiristain added: "We have followed Ferran's progress closely and have been very impressed". Relations with Napoli were strained by the collapse of a bid for Jorginho in 2018 and the Italian club's £75m pricetag for a 29-year-old is considered excessive.

'He is quick, direct, can create space with one movement and is capable of producing match-winning moments.

Torres, who in November became Valencia's youngest player to make 50 LaLiga appearances, has been a long-time target for City.

"I feel this is the flawless place for him to develop and take his game to the next level".
