The surge - which is occurring particularly strongly in southern and western states - has forced at least 16 states to pause or reverse their reopening plans, according to CNN.

In parts of Texas and Arizona, hospital intensive care beds for COVID-19 patients are in short supply.

In remarks before the Senate Health Committee, Fauci said the country is clearly headed in the "wrong direction" considering the "average number of daily cases" continues to rise.

Graffiti depicting US President Trump, right, and China's President Xi Jinping kissing each other with face masks, displayed at a wall in Berlin, Germany.

"I think it is important to tell and you the American public that I'm very concerned because it could get very bad", Fauci said.

Dr Fauci said Florida, Arizona, Texas and California are the four states now being affected the most by the pandemic.

Some states that had moved to reopen businesses and activities quickly in response to frustration with lockdowns are finding themselves forced to dial back on some moves.

On Tuesday, Governor Cuomo added more people to the list of travellers who must self-quarantine for 14 days if they enter the state. The U.S.is "in a much better place" than several months ago.

Speaking to the Senate HELP Committee hearing, Fauci said "the Chinese, over the last week or two have identified a virus - in the environment - it has not yet shown to be infecting humans, but it is exhibiting what we call reassortment capability". "It is not a suppression of your freedom", Adams said.

Committee Chairman Lamar Alexander, R-Tenn., opened the meeting by emphasizing the harms to children of not returning to school, citing new guidance from the American Academy of Pediatrics.

While Pence also encouraged using masks, he didn't make as full-throated an endorsement as Adams. "Maintain physical distancing, wear a face covering whenever you can't physically distance, wash your hands, stay at home if you feel sick".

"Unfortunately, this simple life-saving practice has become part of the political debate that says if you're for Trump, you don't wear a mask, if you're against Trump, you do", Alexander said.

"Either be locked down or you see people in bars, not wearing masks, not avoiding crowds, not paying attention to physical distancing", Fauci described.

"That's why we're in the position we're in today", Murphy said, "where you see large numbers of people not complying with recommendations because they're hearing something very different from the chief executive and they're watching him behave in a manner and encourage behavior that is directly contrary to what we're being told today".

Fauci said G4 is still in the examination stage - "It's not so-called, an immediate threat".

"We should not look at public safety measures as an impediment to opening up America but rather we should look at them as a vehicle to opening up", he told reporters. American Airlines Group Inc.'s announcement on Friday that it would resume selling flights to capacity on July 1 rather than capping passengers to keep them socially distanced caused "substantial disappointment" among public health officials, he said.
