The outbreak in Victoria's capital has seen hundreds of cases in the past two weeks - more than 95% of new Australian infections.

Andrews announced that the state border with New South Wales will be closed from late Tuesday night in an agreement between the two state premiers and Prime Minister Scott Morrison.

The state line is highly porous, with 55 roads, wilderness parks and rivers.

"The largest downturn is likely to be felt in Victoria given its current spike in cases, as well as that state's dependence on migration and on foreign students in an age of lockdowns and closed borders", Deloitte's Chris Richardson said in the report.

A permit system will be in place for those living in border communities.

Around half of the championship's teams are based in Victoria while squads like Brad Jones Racing are based in Albury, a town just on the NSW side of the border though drivers Nick Percat and Todd Hazelwood live in Melbourne.

NSW Police Commissioner Mick Fuller said the military would provide round-the-clock aerial and other surveillance to enforce the closure. The situation in Melbourne, however, has triggered fresh concerns.

Residents of 36 hotspot suburbs of Melbourne were last week put into a local lockdown, though they can leave home for work, exercise, care and grocery shopping.

Kensington is one of the 30 suburbs that have reimposed social distancing measures.

The Saturday increase resulted in state Premier Daniel Andrews announcing a lockdown of nine inner-city public housing blocks containing 3,000 people, where 27 cases have been detected.
