The number of COVID-19 cases continues to rise across the state.

"As I said from the start, if the positivity rate rose above 10%, the state of Texas would take further action to mitigate the spread of COVID-19", Abbott said in a Friday statement.

His actions were seen as a reversal from his stated position on Monday, when he declared that slowing down Texas' economic reopening "will always be the last option". "The actions in this executive order are essential to our mission to swiftly contain this virus and protect public health".

The Texas governor issues a new executive order closing bars and reducing restaurant capacity as ICU beds fill up in cities; Casey Stegall reports.

Saying he wanted the closures to be "as limited in duration as possible", Abbott reminded Texans they have a "responsibility to themselves and their loved ones to wear a mask, wash their hands, stay 6 feet apart from others in public and stay home if they can".

Here in Texarkana, restaurants like Twisted Fork will likely be affected by the 50% capacity limit put in place after operating at 75% capacity for two weeks during the phased reopening. The state has reported 111,724 COVID-19 cases since March, more than a fifth of them this week, and 3,327 deaths as of Thursday. Tube rental businesses outside the city, such as Texas State Tubes and Don's Fish Camp, were still permitted to operate prior to Abbott's Friday announcement.

Texas cases of COVID-19 have spiked over the last three days, reaching consecutive record highs in reported cases, with Thursday's number of new cases at almost 6,000, as well as hospitalizations in excess of 4,700 patients.

As concern mounted about large gatherings at parks and beaches this summer, Abbott on Friday ordered rafting and tubing outfitters to close and said outdoor gatherings of 100 or more must be approved by local government.

Businesses already permitted to open under the state's previous phases of reopening can "continue to operate at the designated occupancy levels and under the minimum standard health protocols provided by the Texas Department of State Health Services", according to the press release.

"We have a little work to do, and we'll get it done".

Arizona and Florida have seen similar COVID-19 spikes after reopening this spring. Governors in 15 states have mandated that protective masks must be worn in public. DeSantis said those decisions are up to local officials.
