A lawyer for Mulvaney says his case presents the same legal issues as Kupperman's and that he is a closer and even more senior adviser to the president than Kupperman was. "They're not doing any of that". The Republicans are also requesting to question "all individuals relied upon by the anonymous whistleblower in drafting his or her secondhand complaint".

With a Power Point presentation, McConnell outlined the process ahead if the investigation moves to a vote in the House and trial in the Senate. But when it came time to broach what Republicans should say about impeachment, McConnell showed a preference for saying as little about it as possible.

McConnell suggested a couple of options.

Whitehurst said "bullies" won't stop whistleblowers, because they "and their attorneys are just getting smarter about how to survive the attacks that come after they report corruption".

It was the kind of political advice one would expect from the risk-averse leader as he tries to insulate his 53-seat GOP majority, including several senators up for reelection in 2020 in states such as ME and Colorado where voters are split on Trump. I looked at them and said: I'm leaving in six hours.

"I want to help the country see the truth here, that President Trump didn't do anything wrong", he said on Fox News earlier this week.

In a letter to House Intelligence Committee Chairman Adam Schiff on Saturday, Republicans listed the anonymous whistleblower, former Vice President Joe Biden's son Hunter Biden, former U.S. special envoy for Ukraine Kurt Volker, high-raking State Department official David Hale and Tim Morrison, the top Russian Federation and Europe adviser on the National Security Council.

A whistleblower complaint in September brought into attention a telephone conversation between Trump and Ukrainian President Volodymyr Zelensky in which Trump asked for a "favour".

In the House, where congressional district boundary lines have been drawn in a way that leaves Republicans barely exposed to voters with centrist or left-leaning views, GOP leaders are mounting a more fulsome, if shifting, defense of Trump.

Republicans on the House Intelligence Committee are seeking testimonies from several witnesses in open hearings in the impeachment inquiry, including from Hunter Biden and the whistleblower who first reported concerns about President Trump's July 25 call with Ukraine's president - the call at the center of the inquiry.

"Trump's behavior is in line with how most whistleblowers are treated", said Rosemary Dew, who has written a manuscript about Federal Bureau of Investigation whistleblowers and who also was one.

Republicans are temporarily moving aside a current member of the panel to make space for the OH lawmaker on the House of Representatives Intelligence Committee, in an unusual step that heralded the seriousness of the situation for Trump and his party.

It's a message being reinforced daily in the media by Jordan and other Trump surrogates, including Reps.
