Latest Windows 10 1903 Update Once Again Breaks The Start Menu, Really?

There are no new features in this build, except for the announcement of the ability to accept phone calls in the Your Phone app, and some changes to the way you can move & resize Cortana's window, two changes that are now rolling out to all Insiders.

Instead of running Android apps, Windows 10X runs Win32 apps and UWP programs, similarly to the Windows 10 you know today, albeit optimized for a touch-based, folding interface, without any form of cellular calling capabilities. The app allows users to drag and drop files from their phones to PCs.

Microsoft has begun testing of the much-awaited Your Phone app feature that allows Windows 10 users to make phone calls via their computer. The phone call history will also be accessible via the PC, and just like the phone, clicking on a recent call will auto populate the number within the dialer screen.

Samsung's new Galaxy Note 10 comes with a Windows Link feature which essentially is a companion app for Your Phone app.

A pre-release version is now available to Fast Ring testers via the latest Windows 10 Insider Preview build and will be rolled out to Windows Insiders in the coming days.

Microsoft fixed an issue where, after successfully updating to Build 18995, the Windows Update Settings page might show the same build still needs to install. We'd have thought that this was perhaps a typo, and that it should be 19H2 perhaps, except for the mention of the specific build afterwards.

In certain instances, Calls feature may require you to pair your mobile phone & PC again. Among many new features, the latest update has brought in the long-awaited support for voice calls via Your Phone app. If you have previously paired your devices, unpair your devices and go through the Calls set up flow again.

An attacker can also exploit these issues using an application or Microsoft Office document by embedding an ActiveX control marked "safe for initialization" that utilizes Internet Explorer rendering engine. After installing Build 18999, you won't see this issue on future flights.

One user on Microsoft Answers says this Start Menu say uninstalling KB4524147 will fix the problem.
