"We are always in favour of talks, the more people talk, the more people understand each other the better, on the basis of clarity and on the basis of respect", Mogherini said as she arrived for a meeting of European Union foreign and defence ministers in Helsinki. "It won't be possible for us to engage with U.S. unless they stop imposing a war, engaging in economic terrorism", Zarif told reporters after speaking at the Institute of Strategic and International Studies in the Malaysian capital. The attack, part of an unspoken cyberwar between the U.S. and Iran, was in response to Iran shooting down a United States surveillance drone it said was violating Iranian airspace, the Times reported.

A USA president has not held a high-level face-to-face meeting with the Iranians for over four decades.

"Israeli officials said that although Trump didn't meet Zarif, they think U.S. -Iran direct talks are just a matter of time." .

The report said that though the effects of the most recent operation were created to be temporary, they have lasted longer than expected and Iran is still trying to fix critical communications systems and has not recovered the data lost in the attack, officials said.

The continued stalemate probably comes as a disappointment to French President Emmanuel Macron, who has labored overtime trying to bring Trump and Rouhani to the desk, saying Monday that he hoped to see such a meeting in "coming weeks". "If they want to negotiate, they have to abandon terrorism", Zarif said, in reference to rollback of sanctions. In exchange, Tehran would be allowed to openly sell its oil in the world market. We want to engage with them diplomatically.

At the G-7, Trump said he though such a meeting could take place soon. Zarif's arrival at the summit surprised the United States.

At least 65 Malaysians are detained in Syria for joining ISIL, and out of which 39 have expressed their wish to return home.

He added that the two countries have agreed to convene a session of the Supreme Committee of Bilateral Relations at the level of foreign ministers ahead of Mahathir's upcoming visit to Iran.

After visiting China and Japan, Zarif arrived in Kuala Lumpur on Wednesday and met with his Malaysian counterpart Saifuddin Abdullah.

According to a 2017 report, there are an estimated 4,000 Iranian students studying in Malaysia, and thousands more living here.

Meanwhile, Iran continues to hold the British oil tanker that it seized last month in the Persian Gulf.
