With Chelsea under a transfer embargo and Manchester City and Liverpool seemingly not among his suitors, a move back to Spurs, the club he left in 2013 to join Madrid in a €100m deal, appears most likely if he is to return to the Premier League.

There are elements at Real Madrid who still feel Ceballos could be part of their team next season, but Zinedine Zidane's will is expected to finally prevail.

The Spanish giants have yet to fully agree to the move, but it is believed manager Zinedine Zidane will not prevent the Spain worldwide from leaving the Santiago Bernabeu.

According to Spanish daily Marca, the Gunners have accepted the structure of the loan deal, which will not have an option to buy, believed to be a sticking point between Real Madrid and Tottenham.

Arsenal fans might be in for some good news after all as the Gunners close in on their first important signing of the season.

Ceballos, signed in the summer of 2017 from Real Betis, was primed for bigger things but has so far been denied the right opportunity with Real Madrid.

It is clear that the Welshman does not have a long-term future with Real Madrid. He said, "I don't want them [Real Madrid] to sell me".

The offer totalled £25m ($31m), which is understood to be Celtic's asking price, but it included a number of installments and add-ons which were deemed unacceptable.

"He's an asset for us and we do have a value for the player and we rate the player very highly".

"The club's valuation of Kieran has not been met and until then we don't have a discussion".
