There were no plans for the Trumps to visit Houston, where massive floodwaters have routed thousands of people from their homes, to avoid hindering the rescue efforts in America's fourth-largest city.

Between Saturday evening and Sunday morning, a string of storms east of the center of the hurricane remained over Houston, bringing repeated bursts of rain - up to six inches in some areas.

Harvey made a second landfall near the Louisiana-Texas border on Wednesday, drenching the region with rain that could lead to "catastrophic and life-threatening flooding".


The storm was expected to make a slow turn to the northeast on Tuesday, placing the center just off the middle and upper Texas Gulf coast through Tuesday night before moving inland.

On Tuesday, Harvey officially set a new US record for rainfall from a tropical system as it continued to drench southern Texas, and forecasters predicted it would make landfall again, this time along Louisiana's coast.

Despite the devastating impacts of the storm, Houston's Muslims expressed a strong faith in the city's ability to recover from the natural disaster. Such a scenario would be "totally unacceptable", said the mayor, a Democrat who took office previous year.

The water in two reservoirs that protect central Houston from flooding was likely to peak on Wednesday at levels slightly below those that were forecast, officials said. A curfew from midnight to 5 a.m.so far has been obeyed, and no arrests have been made, the mayor said.


Houston's mayor, Sylvester Turner, said the curfew was essential to head off looting in the United States fourth biggest city. The NFL, at the end of the day, is a family that helps one another in times of need. But we do need some help from the federal government, these homeowners and these people who have been displaced.
