The attack was the deadliest in Britain since July 7, 2005 when four suicide bombers inspired by Al-Qaeda attacked London's transport system during rush hour, killing 52 people.

On Monday night, at least 22 people were killed when a lone attacker detonated a homemade bomb inside the foyer at the Manchester Arena after a concert by USA singer Ariana Grande had ended.

Eight-year-old Saffie Rose Roussos from Leyland, a town in Lancashire, north-west England, is so far the youngest named victim.

British police on Wednesday made three more arrests over the attack, after detaining a 23-year-old man on Tuesday.

In Manchester, hospitals swung into mass-casualty mode as medical staff from surrounding areas volunteered to help.

She said armed police will also be ready to respond quickly to any incidents and their walking patrols had been increased.

Islamic State claimed responsibility for the bombing, describing the perpetrator as a "soldier of the caliphate", but there was no evidence there was any direct link or prior knowledge among the terror group about the attack or the attacker.

Britain's official threat level has not been at critical since 2007 - though Operation Temperer troops were briefly deployed at train stations and airports after last year's Brussels terror attack. He told reporters he hoped that, as has previously been the case, the level would not stay at critical for a long period.

The 23 year-old American singer has suspended the rest of her European "Dangerous Woman" tour and has returned home to Florida.

Witnesses related the horror of the blast, which unleashed a stampede just as the concert ended at Europe's largest indoor arena, full to its capacity of 21,000.

"I have no words", she said. She has also broadened her fan base by promoting lesbian and gay rights and celebrating diversity - concepts that are antithetical to the Islamic State and similar jihadi extremist groups.
