Johnson's spokesman said the Britain wanted the Hong Kong government to engage with all parties in constructive dialogue.

Johnson has promised to lead Britain out of the European Union on October 31 regardless of whether he manages to secure an exit deal with Brussels, despite many in parliament being opposed to leaving without a deal.

A central point Bolton was making is that the U.S. will help cushion Britain's exit from the European Union with a free trade agreement, Reuters said.

"Since day one we have been pressing Government for clarity as regards future border crossing procedures and we have conveyed our concerns about the future to Monsieur Puissesseau on many occasions".

The hawkish White House aide is the most senior U.S. official to meet Johnson since he succeeded Theresa May as United Kingdom government leader last month.

"You could carve out some areas where it might be possible to reach a bilateral agreement very quickly, very straight forwardly".

He said the ultimate aim was a comprehensive trade deal, but highlighted that financial services could be one of the more hard industries to reach an agreement on. The deal is being negotiated by US Trade Representative Robert Lighthizer and his British counterpart, Liz Truss.

He added: "The idea of doing it in pieces rather than waiting for the whole thing is not unprecedented". "They discussed global economic issues and trade, and the prime minister updated the president on Brexit", Downing Street said.

While many decisions that impact the US-UK relationship won't be made in the near term as the UK maintains focus on Brexit, the official said that Iran could require action more quickly.

The Guardian stated the Institute for Government claimed MPs merely expressing opposition to no deal would not necessarily be sufficient and that there were limited parliamentary manoeuvres open to them to force the issue. Mr Bolton said he is "pleased" that Boris Johnson's government had agreed to participate in Operation Sentinel to improve security in the Persian Gulf, saying this "reflects a change from the prior government".
