Police say they shot and critically injured the assailant after he attacked and stabbed a number of passers-by, killing one and injuring two others late on Friday afternoon in the centre of Australia's second largest city. We'll keep an open mind as to whether there's any link.

He later died in hospital, Victoria Police Commissioner Graham Ashton told reporters.

Police warned people to avoid the area and created a three-block-wide exclusion zone as the bomb squad was dispatched to secure the area and examine the vehicle after the fire was extinguished.

Footage on social media shows a blue ute up in flames and a man dressed in a black tunic and white trousers menacing police with what appears to be a knife.

The man was known to Australia's spy agency, ASIO, and had links to convicted terror plotters, according to the Herald Sun.

Officers said they were initially called to a vehicle fire around 4:20pm (AEDT).

He thanked the Victoria Police officers involved and the members of the community who assisted.

Prime Minister Scott Morrison said he has been briefed about the incident.

"Australians will never be intimidated by these appalling attacks and we will continue to go about our lives and enjoy the freedoms that the terrorists detest", he said in a statement. We won't be defined by this evil act.

"He was breathing and he was bleeding out".

A witness, Markel Villasin, told Australian Broadcasting Corporation radio: "Bystanders were yelling out "just shoot him, just shoot him". But after reaching the spot they witnessed that several people were stabbed and critically injured.

He then started attacking people with a knife, stabbing two people, before he was shot by police.
