Later, police confirmed four people had been killed in the incident. The circumstances of the events leading up to the shooting are unclear at this point. They said the investigation is ongoing and the suspect is being treated for serious injuries.

The shooting is said to have happened on Brookside Drive just after 7am local time (8pm AEST).

Canadian Public Safety Minister Ralph Goodale said the Royal Canadian Mounted Police (RCMP) were assisting Fredericton authorities.

"With the tempo, it might've been a gunshot", he said.

Louise Kennedy, 75, who lives with her dog at 237 Brookside Drive, said the shooting began in the building next door at about 7 a.m. AT.

They were also asking people on Facebook not to use social media to report on police locations.

Numerous emergency service vehicles can be seen on the residential road. But officials warned that the incident was "still active" and urged residents to stay inside and lock their doors. The quiet residential neighborhood, which has houses, grocery stores, a church and an elementary school, is the last place Hrubeniuk said he expected to encounter a unsafe situation. She said she heard a "crack, crack, crack, four in a row" in rapid succession.

"I looked out the window and there were three police cars on the street just across from where I live", said another witness in the area.
