'This is depraved conduct': 'Horrific' conditions in home where siblings were found

The parents would buy food for themselves but prohibit the children from having any, with the exception of the 2-year-old, who was getting enough to eat.

But nothing at the Turpin home signalled to residents something was amiss or compelled them to call the police - it was not until Sunday, when a 17-year-old daughter escaped from a window and contacted authorities, that help arrived.

As a result of malnourishment, the 12-year-old child was the weight of an average 7-year-old while the oldest, a 29-year-old woman, weighed just 82 pounds, he said.

Fifty-seven-year-old David Allen Turpin and 49-year-old Louise Anna Turpin have been charged with torture and abuse.


If the children washed their hands above the wrist they were subjected to punishments, allegedly accused of "playing with water". When found, they hadn't been to a doctor in over four years and had never been to a dentist, he added.

On Thursday the couple will appear in court, and are expected to face charges of torture and child endangerment. Meanwhile, their children are now being hospitalized for malnutrition and - for some - cognitive impairment from physical abuse.

The two female 1-year-old puppies, both Maltese-mix breeds, would need to be adopted together, City of Perris officials said in a statement.


After their rescue, the victims were given food and beverages, then the six minors were taken to Riverside University Hospital System Medical Center for treatment, according to the Riverside County Sheriff's Department. "One of our nurses, she says, 'I'm 24 years old.' And so these adults are right in her age group".

The siblings' grandparents told ABC News that during the children's home-schooling, they were made to memorize long scriptures of the Bible, with some memorizing the entire book. They have little knowledge of outside world; they did not know what a police officer was, didn't know what medicine is.

Neighbors outside the home were overcome with emotion after hearing what the Turpin children allegedly endured inside. "Children who are homeschooled often relate to people outside the family and relate to the community and have community projects and are cherished".

Betty and James Turpin of Princeton, West Virginia say they were in shock when they learned of the arrest of their son David Turpin and his wife, Louise Turpin this week. I want them to know that for years we begged to Skype. One of the only things the children were allowed to do was to write in their journals.


"This is an ongoing investigation", Hestrin said. They've been charged with dozens of felonies and are due back in court in February.
