President Trump said Tuesday he is open to the idea of opening multi-party talks involving the U.S., South Korea and North Korea to reduce the nuclear tensions on the peninsula - but only under certain conditions.

The talks, being held Tuesday inside the Demilitarized Zone, or DMZ, are meant to reduce tensions between the bitter rivals amid harsh words between North Korean leader Kim Jong Un and President Trump, who recently took to Twitter to compare the relative size of the two countries' nuclear arsenals.

The head of the North Korea's delegation, Ri Son Gwon, shakes hands with his South Korean counterpart, Cho Myoung-gyon, after their meeting at the truce village of Panmunjom in the demilitarized zone separating the two Koreas on January 9.

During a televised news conference in Seoul, Moon described the North's Olympic participation as "very desirable", but said inter-Korean relations can not be improved without progress in the nuclear standoff and vice versa.

The Kremlin strongman congratulated the North Korean dictator, saying he had won the latest stand-off with the US and South Korea.

On Tuesday, Pyeongyang agreed to send athletes and officials to the Games as the two Koreas held their first formal talks in the Demilitarised Zone in Panmunjom.

While Moon praised Trump and the worldwide community for putting pressure on North Korea, leading them to reach out for talks, he also warned that the pressure "could raise tensions and bring about unintentional clashes". In November, the regime said its new intercontinental ballistic missile can carry a "super heavy nuclear warhead" that could reach the US mainland.

Talking about Pongyang's nuclear and missile programmes today, the Russian President said: "I think that Mr Kim Jong-un has obviously won this round".

The US has not had any direct contact with North Korea since 2012, at least officially. The two sides also agreed to hold military talks in an attempt to prevent an accidental conflict on the peninsula.

"If North Korea engages in provocations again or does not show sincerity in resolving this issue, the worldwide community will continue applying strong pressure and sanctions".

Early in the peace process, Trump criticized Moon for appeasing Kim, who as North Korea's dictator has sustained a brutal regime. "Our task going forward is to draw North Korea to talks aimed at the denuclearization of the North", Moon said.

HAS put forward a proposal to field a joint women's ice hockey team with North Korea at the upcoming Winter Olympics in Pyeongchang.

"I probably have a very good relationship with Kim Jong Un", Trump told The Journal on Thursday.
