House Passes Stopgap Spending Bill to Avert Weekend Government Shutdown

Eighteen House Republicans opposed the funding measure.

The Republican leaders spoke of the need to help young immigrants brought into the country illegally as children, but also stressed the importance of addressing border security and other parts of "our broken immigration system".

He says: "We're all here as a very friendly, well-unified group".

Schumer and House Democratic leader Nancy Pelosi skipped a meeting with him last week after Trump tweeted that he doubted he could reach any deal with them.

Pelosi also told reporters Thursday that lawmakers "will not leave here" without a deal to help immigrants who came to the USA illegally as children and are enrolled in the Deferred Action Childhood Arrivals (DACA) program, which Trump ended three months ago.

"It's kind of just basic governing, is keeping government going while we negotiate the finer details", Ryan told reporters Thursday morning.


The House voted 235 to 193 in favor of the extension Thursday afternoon followed quickly by the Senate, which passed it 81 to 14.

After the House of Representatives approved a continuing resolution to keep the government funded for two weeks, the Senate approved the resolution in a bipartisan vote on Thursday. It praised Pelosi and Schumer for choosing to "put their responsibility to the American people above partisanship" and said Trump was anticipating productive talks between "leaders who put their differences aside". "I'm confident we'll walk out of this with it".

The drama over whether the House will pass legislation preventing a weekend partial government shutdown is essentially over.

Conservatives generally believe they will have more leverage in the negotiations over the next spending bill if the deadline is not right when lawmakers are trying to get home for the holidays.

Jordan and a handful of his fellow Freedom Caucus colleagues gave Republican leadership a scare Monday night when they threatened to vote against sending tax reform legislation to a conference committee.

Meadows says they want to avoid distractions from the tax bill Republicans plan to push through Congress this month.


Many on both sides have decided a headline-grabbing federal closure would be a political blunder, at least for now.

Earlier on Thursday, Schumer said Trump seemed to be rooting for a shutdown and if one occurs, "it will fall on his shoulders".

Republican Study Committee Chairman Mark Walker said GOP lawmakers agreed to go along with a two-week bill after Ryan promised to push Democrats to pass the defense spending bill separately and to keep immigration and payments to Obamacare insurers out of the next stopgap.

Without legislation, many agencies would run out of money after midnight Friday and grind to a close.

In addition to a simple date change CR, this resolution provides for a change in the way that the Children's Health Insurance Program (CHIP) emergency shortfall funds are distributed to states until December 31, 2017, so that no state's CHIP funding is depleted during the month of December.

In order to raise spending levels for the military and domestic programs for a longer-term spending deal, both chambers have to reach an agreement to lift spending limits set by a 2011 law.
