"This will enable simultaneous counting in Himachal Pradesh and Gujarat", the Election Commission said.

When AK Jyoti was asked if Gujarat election will be held in two phases, he said that it was yet to be decided. Similarly, the Central government can not announce policy decisions regarding Himachal Pradesh.

"Gujarat assembly elections to be held prior to 18 December".

After scrutiny on October 24, the last date for withdrawal of nominations is October 26, he said. The counting of votes will take place on 18 December. He said the poll schedule was planned such that the Himachal result does not impact voting in Gujarat.

A team of EC officials headed by the CEC was on a visit of Gujarat to assess the poll preparedness.

The Commission has also increased the size of the VVPAT paper trail. "For the first time Himachal Pradesh will have 136 all-women managed booths", CEC Achal Kumar Jyoti said.

"The arrangement has been made to make sure that the election in one state does not affect the outcome of the other state", the Chief Election Commissioner AK Joti said. Also, bulk SMSes and voice messages on phone will come in the purview of election advertisements, Joti added. VVPAT was first used in the Goa polls earlier this year.

While the term of the 182-member Gujarat Assembly, where the BJP is in power, ends on January 22, the term of the 68-member Himachal Pradesh, ruled by the Congress, Assembly ends on January 7.

In Gujarat the fight will be between BJP and Congress, which has suddenly emerged as a real challenger.
