Vietnam proposes measures to boost cooperation of ASEAN+3, EAS

Earlier in the day, the two diplomats held a meeting in the Philippine capital of Manila on the sidelines of the Association of Southeast Asian Nations (ASEAN) foreign ministerial meeting.

"Do not violate the U.N.'s decision or provoke global society's goodwill by conducting missile launching or nuclear tests", Wang said, in an unusually direct admonition.

Canada's Minister of Foreign Affairs Chrystia Freeland made the affirmation at a meeting with Vietnam's Foreign Minister Pham Binh Minh within the framework of the 50th ASEAN Foreign Ministers' Meeting in Manila, the Philippines on August 6.

An organization linked to North Korea's ruling party said members of the United Nations Security Council (UNSC), including China and Russian Federation, should "pay dearly" for passing a fresh resolution, in a statement carried by the state-run Korean Central News Agency (KCNA) on Tuesday.

U.S. Secretary of State Rex Tillerson said Sunday that tough sanctions imposed against North Korea show the world is united in condemning recent missile tests, and that the best way the isolated regime can show it is ready to talk is to cease provocations.


He said Japan took note of the adoption of the framework of the Code of Conduct (COC) in South China Sea by ASEAN and Chinese foreign ministers.

The resolution includes a complete ban on the North's exports of coal, a major source of money needed to advance its weapons program. "Though at the same time he'll be the main focus of the press who will hang on his every word to determine North Korea's future plans for its nuclear and missile development as well as Kim Jong-un's policy directions".

China has vowed to "fully and strictly" implement the latest round of United Nations sanctions against North Korea despite its close economic ties with Pyongyang.

With regard to the different opinions being raised against China, which seemed bent on militarizing the South China Sea despite a ruling by the International Tribunal, Wang said China does not comment on which individual country or countries have raised the issue.

Though Tillerson has emphasized the Trump administration's willingness to sit down with North Korea for negotiations, he's said that won't happen until the North agrees to abandon its nuclear aspirations.


Second, Tillerson and Russian Foreign Minister Sergey Lavrov have sat down in Manila.

The United States, Australia and Japan on Monday issued a joint statement calling on ASEAN and China to ensure that a South China Sea code of conduct they have committed to draw up will be legally binding. "This is the most important consensus we have reached".

The code framework is an outline for what China and ASEAN call "consultations" on a formal agreement, which could start later this year.

The BBC reported last month that Vietnam had ordered Repsol SA, a Madrid-based oil-and-gas company, to halt activities in the South China Sea after China threatened to attack Vietnamese bases in the Spratly Islands.

Although the language in the ASEAN communique reflected that in previous years, some countries pursuing deeper business ties with Beijing, such as Cambodia and the Philippines, had argued for dropping it. World leaders, including President Trump are scheduled to take part in the East Asia Summit, a leaders-only security forum.


Asean has established itself as a platform for Asian integration and cooperation, working with other Asian nations to promote unity, prosperity, development and sustainability of the region, as well as working on solutions to resolve disputes and problems in the region.
