States, Cities Intensify Climate Protection Efforts

It's unclear when discussions between the three governors began, but they announced their new pact within an hour of Trump's announcement. Brown vigorously opposes the withdrawal and has been working with states and provinces around the world to set voluntary agreements to address global warming.

"The White House's reckless decision to withdraw from the Paris Accord has devastating repercussions not only for the United States, but for our planet". We are for sensible, scientifically based climate action.

Specific targets haven't been set for each state.

"As I see many problems in the world, many tensions and disruptions, I also see the growing importance of partnerships such as the one we're building with Sichuan and California", said Governor Brown.


Brown, California's longest serving governor and a three-time candidate for president, has made combating climate change a central piece of his legacy as he nears the end of his almost five-decade political career after the 2018 election. Musk, who is also CEO of SpaceX in Southern California, tweeted on Wednesday that he's doing everything possible to lobby the president to keep the United States as an active participant in the treaty.

California can help China as it looks to build a national carbon market this year, a priority for President Xi Jinping, said Susan Shirk, chairwoman of the 21st Century China Center at the University of California, San Diego. Existing trade, education, tourism and cultural exchanges will be broadened under the new sister-state partnership.

The week-long China trip will take Brown to China's southwestern city of Chengdu, the eastern city of Nanjing, and the capital city of Beijing, where he will host a clean energy forum with China's Ministry of Science and Technology and Sichuan Province, and participate in related events. "Today's announcement by the president leaves the full responsibility of climate action on states and cities throughout our nation".

After just two years in existence, the Under2 coalition now includes 170 jurisdictions on six continents.


Three Democratic governors have said they won't let the USA back away from a commitment to reduce greenhouse gas emissions, despite President Donald Trump decision to withdraw from an global pact. Democrats have enough votes to do that on their own, but disagreement among them makes it unlikely.

"Here we are, in 2017, going backwards", Brown said.

Brown is traveling with four of his staffers, the chairs and some staff of the California Energy Commission and the Air Resources Board, which oversees state climate policies.
