"After decades, I have the privilege to be the prime minister who is building a new community in Judea and Samaria", he added, using the biblical name for the West Bank.

Mr Netanyahu had vowed to build the settlement to replace Amona, a settlement outpost built on private Palestinian land that was dismantled in February following an Israeli Supreme Court ruling.

On the campaign trail, Trump indicated he would be far more sympathetic to settlements than Obama. He appears to have backtracked since.

Palestinians and most of the worldwide community consider settlements built in territory captured by Israel after the 1967 war as illegal under global law.

Netanyahu's announcement comes a day after Trump's special representative Jason Greenblatt arrived for talks with Israeli and Palestinian officials on relaunching peace talks that collapsed in 2014.

Israel's settlement-building in the West Bank rose by 70% between April 2016 and March 2017, the country's Central Bureau of Statistics has said. The area, captured by Israel in 1967, is not sovereign Israeli territory and Palestinians there are not Israeli citizens and do not have the right to vote.

"He strongly believes that peace is possible", the official said. Trump has given the task to Kushner and Greenblatt to relaunch the peace process and he would advance quickly on the matter. Malka wrestled with the man for several seconds as he stabbed her multiple times before other officers saw what was happening and opened fire, killing him, police said.

The official, speaking on condition of anonymity because he was discussing a closed diplomatic meeting, said the Palestinians had rebuffed Greenblatt's pressure and demanded an Israeli settlement freeze.

Israel had been supplying 120 megawatts of electricity to Gaza a month, making up around a quarter of the territory's needs, with the Abbas-run Palestinian Authority paying the 11.3 million euros ($12.65 million) monthly bill.

Hamas, which swept Palestinian parliamentary elections in 2006 but remains blacklisted as a terrorist group by the European Union and the United States, has fought three wars with Israel since 2008.

According to reports, Kushner conveyed Trump's personal condolences to the Malka family and asked to be briefed on the visit afterwards.

It is also not clear whether such a scaled-back deal would succeed in bringing Saudi Arabia and Gulf countries to normalize relations with Israel, as is the hope.
