"To effectuate this policy, the Federal Government must transform and modernize its information technology and how it uses and delivers digital services".

Apple CEO Tim Cook, Amazon's Jeff Bezos, Microsoft's Satya Nadella, Oracle's Safra Catz and Eric Schmidt, CEO of Google parent company Alphabet, were among the attendees at the meeting.

Chris Liddell, the White House director of strategic initiatives and a former top executive for General Motors, Microsoft, International Paper and William Morris Endeavor, was named by Trump as director of the council.

Many were starting to wonder if Jared Kushner actually had a voice in Donald Trump's administration - and even more were questioning if the silent-but-always-present White House adviser had a voice at all. Kushner announced that the Trump administration has already succeeded in merging the electronic medical records systems of Veterans Affairs and the Department of Defense. Facebook (FB.O) CEO Mark Zuckerberg was invited but could not attend because of a conflict, the company said. In 2015, there were at least 7,000 separate IT investments by the USA government and some agencies were using systems that had components at least 50 years old.

The group will talk about reforming the H-1B visa program, which Trump has criticized and says is abused by tech firms that use it to import cheap labor.

"To date we've been working with hundreds of civil servants".

The tech CEOs and White House also plan to discuss Trump's review announced in April of the US visa program for bringing high-skilled foreign workers into the country. Cook plans to raise immigration, a person briefed on the matter said Sunday. In 2015, hackers exposed the personal information of 22 million people from USA government databases.

Some technology executives have clashed with Trump over his decision to exit the Paris climate accord. White House officials said the dispute had little impact and that they had to turn away tech leaders from Monday's event because of lack of space.
